Good hi-vis winter clothing does three jobs at once. It keeps your team warm. It keeps them visible. And it keeps them compliant under UK law. A standard summer vest won't cut it once October hits.

The right approach is a three-layer system. Base layer traps warmth against your skin. Mid layer holds heat. Outer layer blocks wind and rain — and carries your EN ISO 20471 class rating. Get that stack right and your team works safely all winter.

Two standards matter here: EN ISO 20471 controls visibility, and EN 343 controls waterproofing. We'll cover both, plus how to pick the right garments from top to bottom.

Why winter changes what your hi-vis needs to do

UK winters mean short days, fog, rain, and cold. All of those reduce how far away a driver can spot your team. The HSE is clear: the darker the conditions, the more hi-vis clothing you need.

Cold weather creates another problem. Workers layer up to stay warm. A bulky fleece under a tight jacket can bunch up the reflective tape or force zips open. Either of those kills the garment's class rating. The fix is to buy the right system from the start — not to improvise layers that fight each other.

The HSE also states that cold and wet PPE must have suitable high-visibility qualities, or be wearable under hi-vis garments. Inner layers don't need to be hi-vis. But your outer layer must meet the required class for your site.

The two standards you need to know

EN ISO 20471 — visibility

BS EN ISO 20471:2013+A1:2016 is the current UK standard for hi-vis clothing. It splits garments into three classes based on how much fluorescent and reflective material they carry.

Class 3 is the highest level. It's needed for highways, roadworks, and rail. The standard is currently under review — but the 2013+A1:2016 version is what you buy to now. Look for this marking on the garment label.

You can reach Class 3 with a single garment. Or with a jointly certified jacket and trouser combination. If you go the combo route, check the label — both items must carry the joint certification marking. Don't assume any jacket plus any trousers gives you Class 3.

EN 343 — waterproofing and breathability

EN 343 is the standard for foul weather protection. It tests two things: how well the fabric stops water getting in, and how well it lets sweat escape.

  • Class 1 — lowest water resistance, not rated for breathability
  • Class 2 — intermediate on both counts
  • Class 3 — best water resistance and best breathability

For outdoor UK winter work, look for EN 343 Class 3:3. That means maximum water resistance and maximum breathability. If you work hard outdoors in winter and your jacket isn't breathable, you'll be soaked from the inside out within an hour.

The three-layer system for hi-vis winter work

Layer 1: Base layer — keep moisture off your skin

Your base layer isn't hi-vis. It doesn't need to be. Its job is simple: pull sweat away from your skin so you don't get cold when you stop moving.

Look for a thermal base layer with a close fit and moisture-wicking fabric. Polyester or merino wool both work well. Avoid cotton — it holds moisture and chills fast.

Your base layer also affects sizing. If you normally take a large outer jacket, go to extra-large for winter. You need room for the base and mid layers without compressing the reflective tape.

Layer 2: Mid layer — trap warmth, stay visible

Your mid layer traps warm air next to your body. A hi-vis fleece or softshell is the right call here. It keeps you warm. And because it's EN ISO 20471 rated, you stay compliant if your outer layer comes off briefly on site.

Layer 3: Outer layer — block wind and rain

Your outer layer is your main hi-vis garment. It needs to meet your site's class requirement — Class 3 for most construction, highways, and rail work. And it should carry EN 343 Class 3 for proper wet weather protection.

Look for taped seams. That means the stitching is sealed so water can't sneak through. Look for a good hood. And look for a fit that still moves freely when you've got two layers underneath.

Don't forget your legs: winter hi-vis trousers and overtrousers

Most guides stop at the jacket. That's a mistake. Cold legs slow workers down. Wet trousers are miserable. And if your site requires Class 3, your legs need reflective banding too.

Working on the railway? You need more than EN ISO 20471

Railway work has its own standard on top of EN ISO 20471. It's called RIS-3279-TOM. This applies to Network Rail and most UK rail infrastructure sites.

The key difference: rail hi-vis must be orange (GO/RT 3279 Colour 14), not yellow. Yellow is fine on a construction site. On the railway, it's not compliant. Get this wrong and your team gets sent off site.

Sizing tip: always size up for winter hi-vis

This is the most common buying mistake. Someone orders their usual size. They layer up underneath. The jacket won't zip. Or it zips but pulls the reflective tape tight — which distorts it and reduces its performance.

As a rule, go one size up from your normal fit when buying winter hi-vis. Try it on over a fleece if you can. The jacket must close fully. An open jacket loses its EN ISO 20471 class rating — the fluorescent area on the front simply isn't there.

Your arms need to move freely too. Raise them above your head. If the jacket hem pulls up past your waistband, that's a gap in your coverage. Size up again.

When to replace your hi-vis in winter

Hi-vis garments don't last forever. Winter is hard on them. Mud, rain, and washing all degrade performance.

Check these things at the start of each winter season:

  • Fluorescent fabric: Hold it against a new garment. If it looks faded or dull, it's losing daytime visibility. Replace it.
  • Reflective tape: Run your hand over it. If it's peeling, cracking, or covered in grime that won't wash off, its night-time performance is gone.
  • Washing damage: Always wash hi-vis per the care label. The wrong detergent or too-high a temperature breaks down the fluorescent dye fast. Some garments need specialist wash products.
