The challenge is this. A thick fleece under a hi-vis vest sounds sensible. But if that fleece pokes out and covers a reflective strip, you've just broken your EN ISO 20471 class. The fix isn't to freeze. It's to understand the rules and buy the right garments.
Why winter makes hi-vis compliance harder

The standard works through two materials. Fluorescent background material — the bright yellow or orange fabric — boosts visibility in daylight and overcast conditions. Retroreflective tape — the silver strips — bounces headlight beams back at drivers in the dark. A properly certified garment makes the wearer visible up to 800 metres away.
Here's a number worth knowing. BSIF testing between December 2023 and December 2024 found that 85% of hi-vis garments from non-registered suppliers failed chromaticity and luminance tests. That means the fabric wasn't bright enough to pass the standard it claimed to hold. Always buy from a verified UK supplier with full compliance documentation.

Two additional requirements sit on top of EN ISO 20471 for specific sectors. Chapter 8 of the Safety at Street Works and Road Works code requires Class 3 for anyone working on motorways or high-speed dual carriageways. You can combine two certified garments to reach Class 3. How to layer for warmth without breaking your hi-vis compliance
Layering in winter is the right call. Done wrong, it kills your hi-vis class. Here's the three-layer system that keeps you warm and compliant.
Layer 1 — Base layer. A moisture-wicking thermal base layer goes on first. It doesn't need to be hi-vis. Its job is to move sweat away from your skin. Cotton base layers hold moisture against the skin and make you colder. Use polyester or merino wool.
Layer 2 — Mid-layer. A hi-vis fleece or hi-vis hoodie goes here. This traps warm air. If you work in and out of heated cabins, the mid-layer often becomes your outer when you're inside. That's fine — just make sure it's EN ISO 20471 certified in its own right for when it's the outermost layer.
Layer 3 — Outer shell. Your certified EN ISO 20471 outer layer always goes on top. This is the compliance layer. The reflective strips must be fully visible. Nothing can cover them.
This is the safety-critical rule: covering the reflective strips on your hi-vis with any non-hi-vis garment invalidates your class. A non-hi-vis waterproof jacket worn over a hi-vis vest means you are no longer compliant. The vest underneath might as well not be there.
The same applies to trousers. Don't cover hi-vis trousers with non-hi-vis over-trousers. And don't tuck hi-vis trousers into your boots — tucking can cover a reflective leg band and break the class certification.
Don't forget the bottom half
Most buyers think about the jacket and forget the trousers. That's a mistake. Full-body EN ISO 20471 coverage means the bottom half matters too — for both warmth and compliance.
