What is a steel toe shoe?

A steel toe shoe sits below the ankle. That's the key difference from a boot. Inside the toe box, there's a steel cap. That cap takes the force when something heavy falls on your foot.

It's not the same as a safety boot. Boots rise above the ankle. They give more support on rough ground. A shoe is lower, lighter, and easier to live in all day on a flat floor. It's also different from a safety trainer, which uses an athletic build with a cupsole sole. A safety shoe tends to have a more traditional leather or formal upper.

You'll find steel toe shoes on warehouse pickers, retail staff, facilities managers, light manufacturing workers, and anyone moving between office and site. They're built for smooth, flat floors and all-day wear.

What does EN ISO 20345:2022 mean on the label?

Every safety shoe sold in the UK must meet EN ISO 20345. The 2022 version is current. 1

The toe cap test is the one that matters most. The cap must survive a 200-joule impact. Think of a 20 kg weight dropped from one metre. It must also withstand 15 kilonewtons of compression — roughly 1,500 kg of pressing force. Your toes must survive both tests.

The 2022 update brought real changes. Slip resistance is now a mandatory baseline for all certified footwear. The old SRA, SRB, and SRC slip marks are gone. All certified shoes pass a basic slip test by default. An optional extra mark — SR — shows the shoe was tested on an oily ceramic surface too.

Two new optional marks also appear. SC means the scuff cap survived 1,000 abrasion cycles. LG means the shoe passed a ladder grip test. Neither is required. Both are worth knowing.

You may still see the old SRC marking on shoes certified before the transition. Those products are still legal to sell. The 2011 certificates run until they expire — at the latest, November 2029. Both CE and UKCA marks are accepted on the UK market. Either one is fine.

S-ratings decoded: SB, S1, S1P, S2, and S3

The S-rating tells you what's built in beyond the basic toe cap. Each level adds features. Here's what each one means on the job.

  • SB — Steel toe cap only. The bare minimum. Fine for very low-risk indoor work with no wet floors or sharp debris.
  • S1 — Adds a closed heel seat, antistatic protection, and an energy-absorbing heel. The antistatic feature stops a static charge building. Good for dry indoor work near electronics.
  • S1P — Everything in S1, plus a puncture-resistant midsole. That midsole stops a nail going through the sole. Most common rating for general work. Under the 2022 standard, the midsole marking tells you more: P means a steel insert tested with a 4.5 mm nail. PL means a non-metal insert, same 4.5 mm nail. PS means a non-metal insert tested with a finer 3 mm nail — a harder test, better for environments with fine debris like metal swarf. A shoe carries only one of these marks — not a combination.
  • S2 — Everything in S1, plus a water-resistant upper. The upper resists water getting in for 60 minutes. Good for light wet conditions.
  • S3 — Everything in S2, plus a puncture-resistant midsole and a cleated outsole. The cleated sole grips on outdoor and uneven surfaces. The go-to for outdoor work.

Which S-rating do you need? A quick guide by industry

Your employer's risk assessment sets the minimum. This table gives you a practical starting point.

Steel toe shoe or steel toe boot — which should you choose?

Both use EN ISO 20345. The protection level isn't the difference. The style is.

Pick a shoe when you work mainly indoors on flat, even floors. Shoes are lighter. They're easier to put on and take off. They cause less fatigue over a long shift. Warehouses, retail floors, and office-to-site crossover roles suit them well.

Pick a boot when your work takes you outdoors or onto rough ground. Boots support the ankle. They resist twisted ankles on uneven surfaces. They also carry higher S-ratings with waterproof uppers more often. Construction and groundwork need boots.

Steel toe cap vs composite toe cap: what's the difference?

Both meet the same test. A 200-joule drop and 15 kN of compression. The material is what changes.

A steel toe cap uses a steel insert. It's the most common type. Steel is tough and usually the cheaper option. The trade-off: steel carries temperature. In a cold, unheated warehouse in January, the cap gets cold against your toes. On surfaces near heat, it warms up. For most indoor workplaces this isn't a problem in practice.

Steel also triggers metal detectors. If you work at an airport, a prison, or any site with security screening, you'll be removing your shoes at the start of every shift. That gets old fast.

A composite toe cap uses non-metal materials — usually glass fibre, carbon fibre, or a polymer blend. It doesn't carry temperature. It doesn't set off metal detectors. It's also lighter than steel. The trade-off: composite caps cost more.

For most buyers in warehousing, retail, and light manufacturing, steel is the practical choice. What to check before you buy

Getting the right fit matters as much as getting the right rating.

  • Measure at the end of the day. Feet swell during a shift — up to 8% in volume by late afternoon. A shoe that fits at 9am may pinch by 3pm.
  • Allow a thumb's width at the toe. Your toes should not press against the steel cap. If they do, go up a size.
  • Check for heel slippage. The heel should sit firm. Slipping causes blisters on long shifts.
  • Wide fit options exist. If standard shoes feel tight across the forefoot, look for wide fit versions. Several brands in our range stock them.

  • Match the outsole to your floor. The HSE advises that a softer sole with a close-packed tread works well on wet or smooth indoor floors. A more open tread suits outdoor or oily surfaces. 2 The only sure way to tell: trial the shoe on your actual floor before committing.
  • Note: 'oil-resistant' does not mean 'slip-resistant'. Oil resistance means the sole won't be damaged by oil. It says nothing about grip on an oily surface.
  • Replace before they fail. Worn-down tread loses slip resistance. A cracked upper lets water in. Don't wait for a near-miss before swapping them out.

Do employers have to provide safety shoes?

Yes. Under section 9 of the Health and Safety at Work Act 1974, employers must provide PPE free of charge where a risk assessment identifies the need. 3 Safety footwear is PPE when the risk assessment says so.

The Personal Protective Equipment at Work Regulations 1992 go further. The footwear must be fit for purpose. It must match the specific hazards in the risk assessment. Picking a cheap shoe that doesn't match the hazard doesn't meet the duty.

Case law backs this up. In Kennedy v Cordia [2016] UKSC 6, the Supreme Court confirmed an employer's duty extends to outdoor winter conditions. A care worker slipped on ice. Her employer hadn't provided suitable footwear. The employer was liable. The case is widely cited as setting the standard for what "fit for purpose" means in UK workplaces.

If your employer tells you to buy your own safety shoes, ask for the policy in writing. Requiring workers to fund their own PPE is not lawful where the risk assessment identifies a need for it.
